Vladimir Ryzhkov was a State Duma Deputy for four terms (from 1993 to 2008, winning in single-mandate districts) and represented Altai krai region. In the 90s he was a member of faction “Our home Russia”, headed by Victor Chernomyrdin. In 2004 Ryzhkov became the leader of the Republican Party of Russia as a new independent pro-democracy party opposed to the ruling United Russia Party. The party was suspended in 2007 by Ministry of Justice and received its registration back in 2012 after winning the case in the European Court for human rights. During the years of RPR's suspension Ryzhkov took an active part in pro-democracy opposition movements: he was one of the participants and leaders of the Solidarity movement and one of co-founders of the unregistered PARNAS party (Party of People’s Freedom). He was one of members of the Other Russia coalition and a participant of Dissenters' Marches and other meetings.
